Renting and moving into a Dubai home: practical steps

Verify the landlord’s or representative’s identity and that the home matches the documents provided. Obtain written terms for rent, payment dates, deposits, fees, maintenance and exit conditions. Check included parking, furniture, cooling and amenities. Photograph defects and arrange an agreed condition report at handover.
Register the tenancy through Ejari
Dubai Land Department provides tenancy registration or renewal through Ejari, Dubai REST and authorised centres. Documents and eligibility depend on the channel and the parties’ status. Check the official service page, confirm who will complete the process and retain the certificate. DLD fees vary by channel; check the applicable amount when paying.
Activate water and electricity
For Ejari tenancies, DEWA describes a process linked to certificate issuance, with account and payment notifications. As of 1 October 2026, its service page lists a refundable deposit of AED 2,000 for an apartment or AED 4,000 for a villa, plus activation charges. Check the Move-in conditions for your case, especially if it falls outside Ejari.
Coordinate other services
Ask the building manager whether cooling requires a separate contract and which charges you must pay. For internet, have your chosen operator confirm address eligibility, installation timing, minimum term and cancellation fees. Reserve a lift or moving permit if the residence requires one. On arrival, record meter readings, test equipment and keep receipts.

Are water, electricity and cooling always included?
Do not assume so. Request a breakdown of charges included in the rent and separate contracts for the specific address.
